Why Rocky Carroll Is Missing From NCIS Season 24 After Two Decades of Leadership

A Seismic Shift at Headquarters
As NCIS kicks off its highly anticipated Season 24 premiere on Tuesday, October 6, 2026, long-time fans tuning in to CBS will immediately notice a lingering, somber absence at the top of the chain of command. For nearly twenty years, Director Leon Vance stood as the stoic backbone of the agency, guiding his team of elite agents through global threats, internal betrayals, and personal tragedies.
However, when the new season begins, Vance’s office will sit empty. The beloved character was officially written off the long-running procedural near the end of Season 23 in March 2026, marking the end of an era for veteran actor Rocky Carroll. With the flagship series entering uncharted territory, viewers are reflecting on why Carroll departed the show and how his ultimate sacrifice reshaped the entire agency.
Sacrificing Everything to Save the Agency
While sudden cast departures often fuel rumors of behind-the-scenes drama, Carroll has been remarkably candid about how his character’s exit unfolded. Speaking with TV Insider at the time of his departure, the actor admitted that written exits are rarely the performer’s initial idea, but executive producer and showrunner Steven D. Binder presented a story arc that was simply too compelling to resist.
According to Carroll, Season 23 placed the entire naval criminal investigative infrastructure in severe danger. A shadowy, nefarious mastermind operating behind the scenes was actively attempting to sabotage NCIS, threatening to dismantle the agency entirely or force it to be absorbed into another government department.
When Director Vance uncovered the conspiracy, he realized the only way to expose the perpetrator and protect his agents was to place himself directly in the crosshairs. In a heroic final stand, Vance successfully saved NCIS from extinction, but paid the ultimate price with his life.
“Director Vance figures out who it is, and in the process of saving the agency, he loses his life. It’s a great story,” Carroll recalled telling the showrunner, before humorously adding his initial reaction: “Wait, let’s go back a minute. Back up to the part where you say in saving the agency, he loses his life.”
Looking Back at an Unprecedented 18-Year Run
Despite the tragic narrative fate of his character, Carroll expressed immense gratitude and pride when reflecting on his nearly two-decade tenure. First appearing in the Season 5 episode “Internal Affairs” as an assistant director, Vance was quickly promoted to full Director in Season 6 following the death of Jenny Shepard. He went on to hold the leadership mantle for 18 consecutive seasons.
Speaking to Variety, Carroll put his remarkable television longevity into perspective using a fitting analogy. “For selfish reasons, I have to remind people: I’ve been a character on this series for 18 years,” he said. “Most Hollywood careers don’t last 18 years. So, to be able to play one character on one of the most popular shows in the world for 18 seasons, that’s the equivalent of living to be 105.”
Carroll noted that while saying goodbye is emotional for the cast and audience, his departure feels more like a celebration of a rare milestone. “If you’ve known somebody who lived to be 105, when you go to that funeral, there’s a part of you that’s like, ‘OK, yeah, this is sad, but I mean, geez! The guy lived to be 105.’ So I feel that way with my character.”
Vance’s Lasting Legacy Behind the Camera
Although Director Vance is no longer gracing the screen to deliver briefings, Carroll’s bond with the NCIS family remains firmly intact. Beyond his acting contributions, Carroll has long established himself as a trusted creative voice behind the scenes, having directed dozens of episodes over the years. In fact, just weeks after Vance’s heartbreaking on-screen death aired, Carroll returned to the set in April 2026 to direct the Season 23 episode “S.O.S.”
The production team also publicly honored his legacy with a heartfelt birthday tribute on Instagram in July 2026, proving that his impact on the franchise extends far beyond his character’s final bow.
As Season 24 launches into its new chapter, the remaining team members must pick up the pieces and navigate a restructured agency without their longtime mentor. Exactly how Vance’s heroism will continue to motivate his agents—and who will ultimately step up to fill the massive leadership void he left behind—remains one of the most intriguing storylines for fans to follow this fall.
